What is the purpose of the MPA?

An MPA assesses the fitness to drive of motorists who have previously had their driving privileges revoked due to traffic violations. Ultimately, such situations call into question the individual’s ability to drive safely.

How much does an MPA cost?

Since August 2018, assessment centers have been permitted to set their own fees for the MPA. It is therefore advisable to compare prices across different providers. In total, the MPA can cost around 2,000 euros (including the preparation course, proof of abstinence, and the actual examination). Alcohol is often the reason why drivers have to undergo an MPA. The reasons a driver is asked to take an MPA can vary widely. Often, though, it’s because they’ve come to attention for traffic offenses, either by accumulating too many points in the traffic offender register or by exceeding the blood alcohol limit significantly or repeatedly.

Drug use also often leads to an MPA. An authority can also order a driving fitness assessment if someone suffers from illnesses or physical impairments such as missing limbs, epilepsy, or absent or severely impaired eyesight. Besides physical impairments, psychological factors can also play a role in ordering an MPA, for example after a suicide attempt or criminal offenses.

An MPA is ordered when there are: too many points in Flensburg, drunk driving with suspicion of alcohol problems, drug use, physical or mental impairments, or criminal offenses.

MPA information

The Medical-Psychological Assessment (abbreviated: MPA) evaluates an applicant’s fitness to drive in Germany. Popularly known by the derogatory term “idiot test,” its legal name is “assessment of driving fitness” (accordingly: assessment center for driving fitness).

Many people don’t know that if they try to use a forged MPA report, they commit the crime of document forgery and can be punished under § 267 of the German Criminal Code (StGB) with “up to five years’ imprisonment or a fine.”

So the answer to whether you can actually buy a positive MPA report in Germany is: No, because it is simply illegal.

Penalties for assessors when selling MPA reports

MPA assessors are not sworn in. If they produce forged MPA reports for money, they can’t be charged with bribery, but they can be charged with document forgery.
